Government of the Terran Accord
The Terran Accord is a stratified federal government built around an intentionally unequal distribution of authority. At the apex sits the Accord Council / Admiralty Board, which stands above both the Executive Branch and the Accord Assembly and functions as the supreme strategic authority of the state. Beneath it, the President and Executive Cabinet administer the Accord, while the Assembly legislates across the federal system. Member worlds retain broad control over their own internal governments, laws, civil institutions, and local administration, giving the Accord a strong federal character. At the same time, those worlds remain subordinate to Accord law in matters affecting the wider state, defense, interstellar order, and federal authority.
The contradiction at the heart of the Accord is deliberate: it is an authoritarian state with expansive civil liberties. Citizens and worlds may enjoy considerable freedom in private life, speech, local governance, commerce, religion, and internal political organization, but the existence and continuity of the Accord itself are not negotiable. A world may choose its own government and exercise substantial autonomy, but if it accepts Terran Accord membership and protection, it is bound by Accord law and cannot later unilaterally withdraw. Secession is treated as rebellion against the federal order, and an attempted breakaway world faces the full political, economic, and military weight of the Accord until federal authority is restored.

The Accord Communications Mandate establishes how the Terran Accord controls, authenticates, and secures all official information across its interstellar jurisdiction.
