SECFORCE is the Terran Accord’s federal law enforcement service, protecting citizens across worlds, stations, vessels, and interstellar space while balancing broad Accord authority with the Planetary Governance Model.

SECFORCE possesses broad enforcement authority throughout the Terran Accord and exercises its full powers in interstellar space, including stopping, boarding, inspecting, and searching vessels. On member worlds, SECFORCE follows the Planetary Governance Model, requiring reasonable suspicion for investigative detention, probable cause for arrest, and warrants for private homes except during recognized emergencies. Vehicles do not receive the same warrant protection as private residences.

For most Terran citizens, life in the Accord is defined less by fleets, intelligence agencies, and federal power than by work, family, commerce, entertainment, travel, and the communities they call home. Planetary governments manage much of daily life while the Accord provides a common currency, extensive civil protections for humanity, interstellar infrastructure, security, and a vast economy connecting dozens of settled worlds.

In the Terran Accord, civil rights are governed by the federal principle of self-determination, which gives citizens broad authority over their identity, relationships, and bodies while allowing planetary governments to regulate or rescind locally created rights so long as they do not conflict with federal law. LGBT rights are therefore not a political movement or active controversy within the Accord. Gay, lesbian, bisexual, and transgender Terrans require no special petition for equality because their rights derive from citizenship itself. The same doctrine shapes reproductive law differently: elective abortion is federally prohibited because a fertilized human is recognized as a future Terran, but no citizen can be forced to remain pregnant. Accord medicine can extract the developing human and continue gestation artificially, allowing the biological parent to relinquish all parental rights while the child enters Accord custody as a State Asset. In both cases, the underlying principle is the same: a Terran possesses the right to determine their own life, but not the right to extinguish the life or federal rights of another Terran.
