Terran Accord Military Personnel Command

The Terran Accord Military Personnel Command administers the personnel system of the Terran Accord Armed Forces. It maintains service records, manages assignments and transfers, processes promotions, tracks qualifications, administers military occupations, and oversees the administrative career of service members from entry into the Armed Forces through retirement or separation.

Personnel Command is a joint administrative organization rather than a separate military branch. Navy, Army, Marine, and Starfighter personnel retain their individual service identities while operating within a common personnel framework.

Enlistment and Commissioning

Military service begins through either enlistment or commissioning. Applicants undergo medical screening, background review, aptitude assessment, and other evaluations appropriate to their intended service.

Enlisted personnel enter their respective branch before receiving basic and occupational training. Commissioned officers complete the appropriate commissioning process and receive additional education necessary for leadership and command responsibilities.

Acceptance into military service does not guarantee a specific assignment. Qualifications, military requirements, available positions, and individual preferences are considered when determining where personnel are ultimately placed.

Military Occupations

Every service member is assigned an occupational specialty reflecting their training and responsibilities. These range from combat occupations to engineering, medicine, logistics, intelligence support, communications, maintenance, administration, technical operations, and thousands of other functions required by the Armed Forces.

Personnel Command tracks qualifications associated with these specialties and identifies personnel eligible for specialized assignments.

Service members may obtain additional qualifications throughout their careers, allowing them to move into more advanced technical positions, leadership roles, or specialized military organizations.

Assignments and Transfers

Personnel Command coordinates assignments throughout Accord territory. A service member may spend their career aboard spacecraft, at planetary installations, with operational formations, at training facilities, or across several different environments.

Transfers between units are routine. Transfers between military branches are possible but require formal approval.

A Marine transferring to the Army, for example, may require additional training before assuming an equivalent position. Rank, experience, qualifications, and available positions are reviewed by the receiving service before the transfer is completed. Personnel cannot simply declare themselves members of another branch.

Special Assignments

Assignment to a joint or specialized organization does not normally change a service member's parent branch.

An Army soldier assigned to Special Operations Command remains a member of the Accord Army. A Navy specialist supporting a joint command remains Navy personnel. Similarly, working alongside or being assigned in support of TAID does not automatically make a military service member an intelligence officer of the Directorate. This distinction preserves service identity while allowing personnel to operate across joint organizations.

Some assignments may be classified or compartmentalized. In these cases, ordinary personnel records may show only the administrative information necessary to account for the service member while operational details remain restricted.

Promotions

Promotion within the Armed Forces is based upon more than time served.

Command evaluations, occupational qualifications, operational experience, leadership ability, disciplinary history, education, available positions, and demonstrated performance may all influence advancement.

Senior ranks become increasingly dependent upon the availability of appropriate billets and demonstrated ability to command at the required level. Excellent performance does not automatically create a position where none exists.

Personnel Command maintains promotion records and ensures that rank changes are recognized throughout the wider military system.

Service Records

Every service member maintains a permanent military personnel record.

These records may include assignments, deployments, promotions, qualifications, awards, decorations, evaluations, commendations, injuries, disciplinary actions, training history, occupational specialties, and other significant events occurring throughout military service.

Sensitive information may be compartmentalized. A record may acknowledge that an individual served in a particular organization or period without revealing the classified operation in which they participated.

The personnel record follows the service member throughout their military career regardless of changes in unit, assignment, or duty station.

Awards and Decorations

Military Personnel Command maintains the official record of awards, decorations, citations, campaign recognition, and other honors issued by the Armed Forces.

Decorations may recognize valor, exceptional service, command performance, technical achievement, lifesaving actions, campaign participation, or sustained distinguished service.

Awards become part of the permanent service record and may be considered during future assignments and promotions.

Leave and Reassignment

Military personnel receive authorized leave according to service requirements and applicable regulations. Operational conditions may temporarily restrict when leave can be taken, particularly during deployments, mobilization, or active combat.

Personnel Command also manages reassignment when medical, operational, administrative, or personal circumstances make continued service in a particular position impractical.

Reassignment is not necessarily disciplinary. A pilot who becomes medically unable to fly may remain capable of serving as an instructor, operations officer, or in another qualified military position.

Retirement and Separation

Military careers eventually end through retirement, completion of service, medical separation, administrative separation, or other circumstances established by military regulation.

Personnel leaving active service receive a final service record documenting their career and separation status. Appropriate benefits, medical requirements, retirement provisions, and transition services are coordinated through the relevant Accord institutions.

Personnel medically unable to continue in their original occupation are evaluated for other assignments before separation where practical.

The Accord does not consider a service member disposable simply because injury or changing circumstances prevent them from continuing in the same role.

The People Behind the Armed Forces

Warships, Starfighters, armored formations, and military installations exist because people operate them.

Across an interstellar military, those people are constantly entering service, completing training, receiving assignments, earning promotions, transferring units, developing new qualifications, suffering injuries, receiving recognition, and eventually leaving active duty.

Military Personnel Command maintains the administrative system connecting those events.

Its purpose is straightforward: to ensure the Terran Accord knows who serves, where they belong, what they are qualified to do, and where their service is needed most.
